Union Minister for Power and New and Renewable Energy Shri R.K. Of. Singh chaired a meeting with industries and other stakeholders in New Delhi on green energy open access norms. The meeting took place in a hybrid mode with more than 500 participants participating in the meeting virtually while around 50 were physically present. The participants raised several problems faced by them regarding green open access rules in the meeting. The government has notified the Electricity (Promotion of Renewable Energy through Green Energy Open Access) Rules 2022 last year on 06 June 2022. These rules have been made to take forward India’s ambitious renewable energy program with the objective of affordable , reliable , sustainable and green energy for all .
Shri Singh, in his address on the occasion, asked the industry to take advantage of the provision of green energy open access rules and set green energy adoption goals to obtain green electricity at reasonable rates as well as contribute to a better green and sustainable environment. called upon to do. I want all of you to take advantage of the new rules and work with a vision to leave a greener Earth for future generations. ,
Shri Singh also asked the industry stakeholders to bring up the issues where green energy open access norms are not being followed properly to the government, so that the government can take up such issues with the concerned agencies and, if required , Punitive action can also be taken. On this occasion, industries were also assured to solve all the problems including regulatory , policy , evacuation facilities , contact network , GNA, if needed, to adopt green energy.
Highlights of the Green Energy Open Access Rules-
The benefits of green energy open access to common consumers and their main features are as follows: –
(a) These rules have been notified to promote production , purchase and consumption of green energy including waste to energy plants.
(b) Green open access is allowed to all consumers. Under this, the transaction limit has been reduced from 1 MW to 100 KW so that even small consumers can buy and sell renewable energy under open access facility.
(c) Consumers can demand green energy supply from distribution companies. Distribution companies will be bound to purchase green energy and supply it to eligible consumers.
(d) The entire approval process rules have been simplified to allow open access for green energy. Along with their time-bound processing by bringing uniformity and transparency in the applications, it has also been empowered to grant open access through a national portal.
(e) Commercial and industrial consumers have been allowed to buy green power on a voluntary basis.
(f) Green energy open access assured in terms of open access charges to the consumers. This includes transmission charges , wheeling charges , cross subsidy surcharge , standby charges where applicable , banking charges and other charges , in addition to load despatch center fees , and change settlement charges as per the relevant regulation of the Time Table Fee Commission.
(g) The limit for increasing the cross subsidy fee will be fixed, along with this the additional surcharge has been removed so that the consumer is encouraged to adopt green energy.
(h) There shall be a uniform Renewable Purchase Obligation (RPO) for all obligated entities in the distribution licensee area. Green Hydrogen/Green Ammonia has also been included for meeting RPO.
(i) If the consumer consumes green energy, he will be given a green certificate and will also be honored.
The tariff will be determined by a qualified commission under the Electricity Act 2003. The tariff for green energy in this regard shall be determined by the Appropriate Commission and shall include the amount of renewable energy , cross-subsidy charges , if any , and service charges, which shall be the reasonable cost incurred by the distribution licensee in providing green energy to the consumers. .
The Ministry of Power has already notified the Grid Controller of India Limited as the Central Nodal Agency to function as the Green Open Access Registry (GOAR) portal ( https://greenopenaccess.in ) . It is a single window portal for registration and application under green energy open access. All the information related to approval , rejection , modification , truncation of applications will be available through web based GOAR portal for the concerned participants. It acts as a central registry.
